Effect. The open operation fails and file-system error 595 is returned.
Recovery. Correct the problem with the tape drive and retry the operation. If the
problem cannot be corrected, use the Subsystem Control Facility (SCF) STOP TAPE
command to stop the system from using the tape drive for automated cartridge tapes.
