DP2 cannot obtain space from Audit-Checkpoint Transaction Table (ACTT). This event
might coincide with an error (35) reported to application requests for DP2 services.

Cause. Because of the high number of concurrent active transactions for the volume,
the ACTT has reached its maximum size limit.
Effect. No new transaction can start in the volume.
