Cause. The ZTILT object file was not owned by the super ID (255, 255). The ZTILT
object file must be owned by the super ID in order to successfully load ZTILT and its
public SRLs.
Effect. ZTILT process creation is terminated, and no public SRLs are loaded.
Recovery. Ensure that the ZTILT object file is owned by the super ID (255, 255), then
reload the system or processor.
