This is a critical event. A NEWPROCESSNOWAIT or PROCESS_CREATE_ call issued
by the OSI manager process failed to start one of the subsystem processes. The OSI
manager process continues to function, but the process that could not be created with
NEWPROCESSNOWAIT or PROCESS_CREATE_ remains in the STOPPED state.
