You specify permitted actions with the initial-attributes parameter in the F-
CREATE primitive. The remote responder can change this value to any other value
that it can support, within limitations based on the constraints of the file storage system
and what the initiator has requested. You cannot change the permitted-actions attribute
for a file because this is a function of the responder only. The value of permitted
actions is set at file creation and cannot be changed by the change-attribute service.
