This information points to a possible configuration error–the remote DTE address is 
probably not configured correctly into the subdevice. Since this is a pretty 
straightforward problem, you could skip the new few steps and fix the problem. 
However, for educational purposes, we continue here with the diagnostic steps.
Step 3:  Review the Statistics, Using SCF
You should look first at the service statistics for Layer 4 to verify whether a transport 
connection occurred.
The SCF command
STATS SERVICE $TSP1.#L4
displays the following:
This screen shows that no TPDUs were sent or received by the TSP process. This 
confirms that the problem is not due to the TSP process, and implies that the problem 
originates in a lower layer.
