CREATE-FAIL
This is a critical event. The primary process was unable to create a backup process.
If the backup CPU is down, the primary process will wait for the CPU RELOADED
system message before trying again. Otherwise, the primary process will continue
trying until a backup is created. It does not report unsuccessful retries.
