Description
Equivalent to the SCREEN COBOL relation condition value-1 IS [NOT] LESS
[THAN] ALL character-literal, where character-literal represents
an alphanumeric character.

Returns TRUE if all the characters in this object have [do not have] ASCII values less
than ch, or FALSE otherwise.
