EBCD_Send
Enforces an optional send check that prevents the sending of messages carrying
the CDI if the message also ends a transaction. The FSM can have the following
states:
not_in_use
The FSM is not initialized or is not used in this session.
reset
There is no current user message in progress.
inc
There is a current user message in progress.
EBCD_Recv
Enforces an optional receive check that prevents processing a message that ends a
transaction and carries the CDI. The FSM can have the following states:
not_in_use
The FSM is not initialized or is not used in this session.
reset
There is no current user message in progress.
inc
There is a current user message in progress.
