SBI_Send

Enforces the stop bracket initiation protocol for the sender. Although no protocol

currently supported by the SNAX/HLS server uses this facility, it is included for

completeness. The FSM can have the following states:

not_in_use

The FSM is not initialized or is not used in this session.

reset

There are no stop bracket functions outstanding.

P_nobb

An SBI command has been issued, and the half-session is awaiting the receipt

of a BIS command.

nobb

The stop bracket initiation sequence has been completed. It reverts to a reset

state after an RTR is sent.
