is present if the error was a failure to allocate message system queue elements
(MSQE).
Cause. An X.25 line-handler was unable to allocate message system queue elements
(MSQE) or message system control blocks (MSCB).
Effect. The PU is deactivated.
Recovery. If the PU is on a SNAX leased line (X.25 permanent virtual circuit-PVC)
and the PU’s L3TIMEOUT value is non-zero, the PU is reactivated automatically.
If the PU is on a SNAX switched line (X.25 switched virtual circuit-SVC), the
PU/PORT virtual circuit must be reconnected. When this is completed, the PU is
automatically reactivated, provided that its L3TIMEOUT value is non-zero.
