ZEMS-TKN-EMPHASIS

Cause. This message indicates a SNAX Over Ethernet or QIO configuration problem.
If return-code is 200, the SAP/LIF combination defined for SNAX is in use by some
other application.
Effect. The SNAX Over Ethernet PU will not start.
Recovery. Correct the configuration problem and restart the SNAX Over Ethernet PU.
