Effect. This message is sent to the new collector. The related event

ZCMK-EVT-EMS-SWITCHED-TO was sent to the previous collector.

Recovery. No recovery is necessary.

An attempt to initiate a backup process has failed.

ZEMS-TKN-EVENTNUMBER

has the value ZCMK-EVT-CANT-START-BKUP.

ZCMK-TKN-NPERR
