The SCP process request control block table is full.
Cause. All command-message control blocks are in use. Your communications
management application has one command message being processed and 15 command
messages pending, and it has attempted to issue another command message.
Effect. The SCP process cannot queue any more command messages until a control
block becomes available. This command message cannot be queued and is rejected by
the SCP process.
Recovery. Wait a few moments and reissue the command, or start an additional SCP
process and route the command through it.

The SCP process communications subsystem open control block table is full.
Cause. All 256 subsystem open control blocks in the server control block (SCB) table
are in use. The SCP process cannot open any more communications subsystems until a
control block becomes available. See the description of the related event ZSCP-EVT-
SCB-FULL.
Effect. The SCP process rejects the command message.
Recovery. Wait a few moments and reissue the command, or start an additional SCP
process and route the command through it.
