The Communications Line Interface Processor (CLIP) of the 6100
Communications Subsystem (CSS) responded to the TR3271 I/O
process with an invalid subdevice state. This event is critical,
and the event message is reported to the EMS collector ($0).
This event message is equivalent to console message 165.
