A new correspondent wants to know if correspondents on this node are permitted to
create interest groups, as they were at the location from which she was transferred.
1. She presses SF1 at the MAIN MENU screen.

creation privileges are restricted to administrators. She cannot create an interest
group on this TRANSFER node.
