The upshift rule for TRANSFER reflects national use in all cases.
The collating rule reflects national use, except for Ä, Ö, and Ü. For these characters,
the German preference, instead of the Swedish preference, is used. Any accented form
that normally has the same collating rank as its unaccented form is assigned a rank
greater than the unaccented form, but less than the character that is normally next in
rank.
Note The system trigger character for TRANSFER is @ (%H004E).
