Probable Cause
An application entered Inspect/eInspect. Inspect/eInspect prompts the VHS process.
The VHS process supplied commands to create a saveabend file, but an error
occurred on the creation of the saveabend file.
Recommended Action
Advise software personnel of this event message. More information about the problem
is available in the primary log file.

VHS generates this critical message when it is prompted by Inspect/eInspect and it
sends a command line to Inspect/eInspect.
