IMPLEMENTATION NOTE: It is important that the VTS EMS service be running in order that
mounts and dismounts relevant to Auto Copy are observed. However, these observations
are stored in system memory with disk backup so that they will survive starts and stops of
the EMS service (and even VTS or system restarts, though those kind of activities would
unfortunately stop virtual tape operations and invalidate any virtual cartridges mounted in
read/write mode such that AutoCopy would then be irrelevant for them).
