In the message text, ldev corresponds to the value of ZEMS-TKN-LDEV. The value
nnnn contains a concatenation of the logical channel group number and the logical
channel number.
Cause. A CLEAR packet was sent R23 or R13 times on the specified logical circuit
without receiving an appropriate response.
Effect. The logical circuit is placed in an out-of-order state and cannot be used. Other
logical circuits on the line are not affected.
Recovery. Appropriate recovery action depends on the application. There might be a
configuration error--verify the LCN assignments.
