For XPC, an MESSAGECODE of "deny", causes an OUTCOME of 3. Otherwise, the
OUTCOME will be 1 (success).
XPC Note 2 (applicable to XPC 3.55 and up)
For MESSAGEID = “XPC-R” the value will be “XPC-REASON” for MESSAGEID =
“XPC-I”, “XPC-S”, and “XPC-E” the value will be the contents of the field
XPC-COMMAND.
