Licensing requirements are to be performed by a SUPER.SUPER logon for XUA only:

1.4.4 Running AutoInstall to Upgrade XTR and XUA
Access to SUPER.SUPER (or an alias to SUPER.SUPER) will be required during the
upgrade to perform necessary licensing tasks in a separate TACL session. This
requirement will be indicated by the AutoInstall script and is also documented in this
procedure.
