This symptom occurs when the following conditions exist:
On an Ethernet interface (interface 1), configure multiple traffic-redirect commands that have the
same primary next hop and backup next hop.
On another Ethernet interface, configure multiple traffic-redirect commands that have the same
primary next hop as those traffic-redirect commands configured on interface 1 but have no backup
next hop.
