Avoidance: avoid configure QOS and broadcast suppression in the same port
simultaneously

Description: configure mac max count on link aggregation may cause some protocol
packets can not forward, such as HGMP
Avoidance: do not configure mac max count on the port which may forward such
protocol

Avoidance: do not configure voice VLAN, mac max count on the path of the RRPP
protocol
