Description: users get ip address and re-lease ip address too slowly in sub VLAN.

Condition: S7500 running DHCP snooping or DHCP relay function. DHCP server
send offer packet with option82 doing not be placed on packet tail.
Description: user can not get DHCP offer packet relayed by S7500 correctly.

Condition: device hold many interfaces and ARP entries.
Description: ARP process may make system suddenly reboot.
