3. Click Add IPsec Policy.

4. For Policy Name, type a unique, alphanumeric string between 1 and 10 characters. For this
example, type L2tpIpsec.
5. By default, the Enable this policy check box is selected, which means that the policy will
take effect as soon as you finish it. For this example, leave the check box selected.
6. For Action, select Apply.
7. Leave the Position box empty.
The IPsec policy will be automatically added with the highest priority.
8. Configure the traffic selector:
a. For Protocol, select UDP.
Note Do not select (115) L2TP for Protocol. You must select UDP and then specify the L2TP
port (1701). L2TP needs to operate at Layer 4/5 in this case instead of at Layer 3.
