Improved SNMP Monitoring for network traffic and key system resources

Added the groups from the HOST-RESOURCES-MIB (RFC 2790) to enable CPU and RAM

Monitoring. The CPU object data is available from hrProcessorTable and the RAM object data

is available from hrStorageTable. Fixed SNMP objects ifSpeed and ifHighSpeed in the IF-MIB

(RFC2233) to correct 10 gigabit interfaces speed being misrepresented as 10 megabit which

introduced inaccuracies in network traffic monitoring applications (such as PCM+).
