Summary: Window scaling in TCP gets set to zero if the TCP SYN is retried more than 3 times causing
a 64kB window to be used
Symptom: FCIP Circuit will come up, but the TCP stats display in the portshow fciptunnel <ve> -tc
command will show the window scale value of 0 and the Send Window set to 64kB. The
user may also experience slow performance and high I/O response times on the
application using the FCIP Tunnel.

Detected termination of process agd0:1793" are seen and then debug information is
dumped.
