If local recovery for any interface is not possible, the message Local
recovery not possible appears for that interface. For example (for
HP-UX 11.X):

If hatmmon fails to transfer an ELAN interface’s IP addresses to a
secondary ELAN interface and the secondary ATM adapter is “UP”,
there is a problem with the ELAN’s LAN Emulation Services—check the
ELAN interface’s LAN Emulation services, as described in
“Troubleshooting LAN Emulation” on page 226.
If the Recovery Delay Period is Configured
If you configured a local recovery delay period for a primary ELAN
interface (see “Local Recovery” on page 93), and the interface fails, one or
both of these messages are written to the log file: The Current ELAN
