The number of pairs that can be created is determined according to the following condition.
The maximum number of relations that can be established is the largest number that meets the
equations, Σ(α) ≤ (β) and Σ(γ) ≤ 1,048,575, where:
Σ(α) means the total number of resources that need to be used,
(β) means the total number of resources available in the storage system,
(β) = 26,176 or 104,768, or 209,600.
