/usr/sbin/envconfig to support the AlphaServer GS1280 system.
• Updates envmond to ensure that the correct EVM events are being sent at the
correct time.
• Corrects a problem in which the environmental monitoring daemon does not
display the debug message "proceed ..." when the system is booted.
• Corrects a problem in which envmond sets rc.config variable
ENVMON_HIGH_THRESH to a value read from kernel module if
