Controls specular color interpolation. When enabled, a full RGB specular color is interpolated,
otherwise a monochrome specular value is interpolated.

In the case of the monochrome state variables, the rasterizer will shade primitives by interpolating the
blue color and using the result for the red, green and blue color components for specular and diffuse
colors.
