Declaration on the Registration, Evaluation, Authorization and
Restriction of Chemicals ("REACH")
Regulation (EC) No. 1907/2006 concerning the registration, evaluation, authorization and
restriction of chemicals ("REACH" for short) came into effect on 1 June 2007.
REACH contains the following provisions:
1. Manufacturers and importers of substances or preparations, who manufacture in or import into
the European Union (EU) and European Economic Area (EEA), must register these substances with
the European Chemicals Agency from 1 June 2008, provided the quantities manufactured or
imported amount to at least 1 t/a and the substances concerned are not among those that are
exempt from mandatory registration. Phase-in substances are substances listed in the European
Inventory of Existing Commercial Chemical Substances (EINECS). These could be pre-registered
between 1 June 2008 and 1 December 2008. Depending on the amounts manufactured or
imported, pre-registered substances do not need to be registered until a later date.
2. Suppliers of substances and preparations must provide the purchaser with either a safety data
sheet or with safety information. In certain cases the safety data sheet will be extended to include
details of relevant exposure scenarios ("extended safety data sheet").
3. Manufacturers and importers of goods containing a substance included on the "candidate list",
in quantities of more than 0.1 mass % per product, will be required to provide professional
purchasers - and consumers on request - with sufficient information to apply the product safely,
providing the name of the substance as a very minimum. Also, if the substance is present in
quantities of more than 1 t/a in all of these products, this must be notified to the European
Chemicals Agency (ECHA), but only from 1 June 2011 at the earliest.
4. Users of chemicals (substances and preparations), known as "downstream users", will need to
meet additional obligations from 1 June 2008, but only once they have received the extended
safety data sheet. Downstream users can provide appropriate information for the registration to
support manufacturers of substances and importers of substances and preparations.
