RFP reports to the BSP concerning TX power at a given time with the minimum and
maximum value.
 Command : STAT-RF:BSC=a,BTS=b,MPRD=c,MTIM=d;
a : BSC : BSC number ( 0 ~ 11 )
b : BTS: BTS number ( 0 ~ 47 )
c : MPRD : Cycle(min) : Default 30min
d : MTIM : Repeat Count : Default 4min
