When ODU Cyc Prio(56) is set to Standby(1) on the
CRC2, if the ODU is in cooling mode and the slave IDU
stays in cooling mode.
When ODU Cyc Prio(56) is set to Priority Cool(2) on the
CRC2, if the ODU is in heating mode and the slave IDU
calls for cooling, the IDU will wait the amount of time set
mode.
