This is an exerpt from an email I recieved from the original author, allowing xinetd as maintained
by me (Rob Braun), to use the higher version numbers:
I appreciate your maintaining the version string guidelines as speci󳝌ed in the copyright. But I
did not mean them to last as long as they did.
So, if you want, you may use any 2.N.* (N >= 3) version string for future xinetd versions that you
release. Note that I am excluding the 2.2.* line; using that would only create confusion. Naming
the next release 2.3.0 would put to rest the confusion about 2.2.1 and 2.1.8.*.
This equipment has been tested and found to comply with the limits for a class B
digital device, pursuant to Part 15 of the FCC Rules. These limits are designed to
provide reasonable protection against harmful interference in a residential
installation.This equipment generates uses and can radiate radio frequency energy
and, if not installed and used in accordance with the instructions, may cause

Increase the separation between the equipment and receiver.
Connect the equipment into an outlet on a circuit diff erent from that to
which the receiver is connected.
Consult the dealer or an experienced radio/TV technician for help.

Changes or modifications not expressly approved by the manufacturer (or party
responsible) for compliance could void the user’s authority to operate the
equipment
This device comply with part15 of FCC rules.
Operation is subject to the following two conditions:
This device may not cause harmful interference.
This device & its accessories must accept any interference received,
including interference that may cause undesired operation.
Note
This equipment complies with FCC radiation exposure limits set forth for an
uncontrolled environment. This equipment should be installed and operated with
minimum 20 cm between the radiator and your body.
