Firmware issue, failed to set bitrate as 128k over VGA/D1.
1. Cannot set bitrate 128kbps when the resolution is D1 or VGA. It is firmware issue.
2. When it selects MJPEG, 1fps, the actually received fps is 6.
ISMC1063x includes ISMC1063P and ISMC1063N
1. Not support Audio codec G.726 when using TCP connection.
In the MJPEG format, the fps is not enough when resolution is XGA or SXGA.
