In the MJPEG format, the fps is not enough when resolution is XGA or SXGA.
1. Cannot set bitrate 128kbps when the resolution is D1 or VGA. It is firmware issue.

1. When setting Video MPEG with CBR in 4000 bitrate on camera web, the CGI will return incorrect video bitrate. It
causes software show incorrect item "1M".
