If no special European rounding has been selected, rounding is performed
according to commercial 5/4 rounding: If the first decimal place to be rounded is a
0, 1, 2, 3 or 4, the number is rounded down. If the first decimal place to be rounded
is a 5, 6, 7, 8 or 9, the number is rounded up.
