As long as you are within the network coverage, you can use “Messaging”. As

How to send a message: Tap it, enter the number and name of the contact or
select the contact from the Contacts. Tap the text box above the keypad, enter the
information and then tap “Send”.
You can also attach files to messages, add a subject, and enrich the text with

Tap Settings to set a ringtone, delivery reports, and see maximum quantity of
messages.
