Customer satisfaction and safety are top priorities at Owens Corning. Part of that commitment
is providing you with information regarding the products we manufacture and sell.
One means by which we provide health information about our products is through material
safety data sheets (MSDSs). However, some of our products pose no health or physical hazard
and are classified as "articles" as defined by the Occupational Safety and Health
Administration's (OSHA) Hazard Communication Standard. This interpretation is consistent with
that of the Asphalt Roofing Manufacturers Association (ARMA) legal counsel.
Articles are exempt from the requirement of publishing MSDSs. Title 29 of the Code of Federal
Regulations, Section 1910.1200 (amended), specifically states that it does not apply to articles.
An article is defined in the standard as follows:
"Article means a manufactured item, other than a fluid or particle: (i) Which is
formed to a specific shape or design during manufacture; (ii) which has end use
function(s) dependent in whole or in part upon its shape or design during end
use; and (iii) which under normal conditions of use does not release more than
very small quantities, e.g., minute or trace amounts, of a hazardous chemical and
does not pose a physical hazard or health risk to employees."
