Is there a fee to send Mass Payments?
PayPal charges the sender a percentage of each payment with the fee capped at a set amount in
your primary currency. Mass payment recipients pay no fee regardless of the type of PayPal
account they have.

Details page.
How much money can I send?
There is no limit on the total amount of the mass payment. In the U.S., each individual
payment can be no more than $10,000.00 USD. For accounts in other countries, the maximum
individual payment varies according to the payments standard sending limit.
