Abstract: Water bank is an effective tool to transfer water surplus and deficiency, save water
transaction costs and protect the safety of water supply. Taking the Wanggedu reservoir as an
example, this paper used a water bank economic behavior model to study water in prices, loan
water price and program features in ten scenario simulations, and water price scenarios under
different scenarios were studied. The results show that among the ten scenario simulations, the
marginal water loan cost used to price for water loan market and the water storage cost pricing in
accordance with the farmers wishes could achieve the aim that the more the water loaned, the
higher the profits for the banks. Thus, it is an appropriate control program for all three of water
storage, water loan and water banks, which can provide guidance for the healthy development of
water markets and efficient allocation of water resources.
