3.4 PLMN selection
Home PLMN-ID show the PLMN-ID according to SIM card, the format is MCC, MNC.
Operator can configure equivalent PLMN-ID list (up to 4) to allow UE to attach to specific non-home
PLMN-IDs. The capability enables flexibility on the operator network, to define different PLMN-ID or
multiple PLMN-IDs.
