Format: <STX>T13<ETX>[LRC]
Message length: Fixed 6 bytes.
Usage: If the selected EMV application is blocked (terminal will know that in message T16),
terminal could issue this message to ask PIN pad to display rest of EMV application for
cardholder selection.
