encrypted packet coming in while the router is restarting might prevent encryption from working
on that interface for 15 minutes.
When this situation occurs, the show crypto map privileged EXEC command will show the
Connection ID as BAD, and the connection will not be listed by either the show crypto cisco
connections privileged EXEC command or the show crypto engine connections active privileged
EXEC command. There is no workaround.
