[Description]
Sets the transmission wait time for link state advertisements.
start specifies the wait time from when the topology changes until a link state advertisement reflecting the change is
transmitted.
hold specifies the wait time from when successive topology changes occur until the first link state advertisement is transmitted.
max specifies the wait time until the same link state advertisement as previously is transmitted, no topology change having
occurred.
